    President/CEO

    Matthew Brown is the President of InfraGard San Diego, bringing more than three decades of experience in national security, counterterrorism, and critical-infrastructure protection. Prior to leading InfraGard, he served as a Supervisory Special Agent with the FBI for 23 years, directing international counterterrorism operations, mentoring Afghan law enforcement, and supporting serial-crime behavioral analysis. He later managed homeland security programs for the San Diego Unified Port District and served as a Director for the Anti-Defamation League’s Western Division, overseeing incident response and law-enforcement partnerships. Matthew is recognized for his lifelong commitment to public safety, interagency collaboration, and combating extremism.

    Vice President

    Raymond Kelly is the Vice President of Information Security and CISO at Millennium Health, where he leads enterprise-wide cybersecurity strategy, risk management, and compliance initiatives.     Secretary

    Catherine Blaser is an Epidemiology Public Health Nurse Supervisor with the County of San Diego, bringing over 14 years of experience in infectious disease response, epidemiology, and bioterrorism preparedness. A Certified Infection Control (CIC®) professional, she leads public health initiatives that strengthen community resilience and advance evidence-based disease prevention. Catherine also serves as adjunct faculty at National University, teaching in the School of Health and Human Services and shaping the next generation of public health and nursing professionals. She holds an MPH in Epidemiology with a focus on Global Emergency Preparedness, a BSN in Nursing, and a BA in Political Science.

    Daryus Dutton is an experienced Information Security professional specializing in endpoint protection, detection and response, and Zero Trust architecture. Daryus currently serves as Treasurer on the InfraGard San Diego Board of Directors and is passionate about emerging technologies—including AI, robotics, and automation—and collaborating with industry leaders to advance cyber readiness.

She currently serves as the Bank Secrecy Act Officer at Mission Federal Credit Union and is a Board Member of InfraGard San Diego, where she supports public-private efforts to protect critical infrastructure. Angela holds a Master’s in Economic Crime Forensics from La Salle University and a Bachelor’s in Business Administration from California State University, Bakersfield.
