DETAILS:The first 2019 meeting of InfraGard San Diego’s Healthcare Sector will feature several timely presentations, including:

  • A panel presentation on the highly publicized San Diego case of thallium poisoning which required a high level of interdisciplinary collaboration between the healthcare, public and environmental health, law enforcement and intelligence disciplines this past year. Thallium is a highly toxic metal with certain radioactive isotopes which can be used for nefarious purposes, as seen in this case study. The panel will feature local experts involved in the response, including the County of San Diego’s Public Health Preparedness and Response Branch, Epidemiology/Bioterrorism and Hazmat Divisions, San Diego County Sheriff’s Department, hospitals and the FBI. They will discuss their roles and how they worked together to achieve successful outcomes.
  • “Implementing Learnings from Medical Device Vulnerability Disclosures” by Vidya Murthy, VP of Operations, MedCrypt. This session will open with a walkthrough of an assessment of ICS-CERT advisories by medical devices and/or healthcare systems, with special attention on the root causes of these advisories. The discussion will include the frequency of disclosures, number of companies issuing advisories, participating device classes, and trends in risk assessment scores. More sophisticated threats will be identified as detection capabilities mature, and this presentation will cover available mitigations and tactical changes that can be implemented by device manufacturers to design security into their products from the onset.

DETAILS:The 10th annual Aspen Security Forum, presented by the Aspen Institute, is widely regarded as one of the premier security-focused events in the world. The Aspen Security Forum is an annual gathering of top-level current and former government officials from all of the relevant security agencies, leading thinkers, industry leaders, a number of foreign officials, and nationally noted print and broadcast journalists. For three days, participants explore and debate the major issues of the day in the fields of national and homeland security, such as cybersecurity, intelligence, counterterrorism, aviation security, border security, critical infrastructure protection, soft targets and more. Early registration is encouraged, as this event sells out quickly each year.

DETAILS:The Aspen Institute Cybersecurity and Technology Program has announced that the Aspen Tech Policy Hub, a West Coast policy incubator training a new generation of tech policy entrepreneurs, has opened for applications for its inaugural 2019 cohort. The fellowship program will be held from June to August 2019 in the San Francisco Bay area, and successful applicants will be paid $7,500/month for their participation. The Hub takes tech experts, teaches them the policy process through a paid fellowship program, and encourages them to develop outside-the-box solutions to society’s problems. It models itself after tech incubators like Y Combinator, but trains new policy thinkers and focuses the impact of their ideas.

NEW InfraGard Los Angeles - Terrorism Pre-Incident Indicators and Suspicious Activity Reporting for the Hospitality Industry

TIME:Two sessions are available. Session 1 runs from 8:30-11:30 a.m. and Session 2 runs from 1 – 4 p.m. Please note that registration closes November 14.

DETAILS:This briefing will focus on threats to hotels, casinos, special events, and large crowds and current tactics, techniques, and procedures (TTPs) or “tradecraft” that potential terrorists or criminal elements may use in order to achieve their objectives. Topics include the attack cycle, attack timeline, pre-incident indicators (PIIs), behavioral indicators and suspicious activity, advanced situational awareness, and the suspicious activity reporting process. The instructor is retired CIA Operations Officer Robert Dougherty, who has worked internationally and domestically with both the CIA and FBI (JTTF) in fusion centers across the United States tracking domestic and international terrorists.
